I'm keeping my balloons ...... hiring/firing is a business activity which Head Teachers shy away from, therefore the business leader can do that.
The head can look after the Teachers pastoral care ... which is what they are very good at and what I said.

Maybe it's to try and maintain an element of stability... Changing teachers half way though a year can be incredibly disruptive to the education of the students. At all ends of the curriculum.

When I was at secondary school, hours were 9 till 3.30 - a 6.5hr day.
But...
Less 15 minutes for registration (9 - 9.15).
Then 15 minutes for mid-morning break (11.15 - 11.30).
And finally, an hour's lunch (12.30 - 1.30).
So, 6.5 - 1.5 = 5 (1 hour lessons)
Ergo, a 25hr week for lessons i.e. actual at-school teaching time.
(As far as individual teachers go, that's assuming they do indeed do the full 5hrs a day/25hr week teaching, of course).
But...

The number is unimportant - letting bad Teachers teach is the real tragedy.
Kids get one chance .... Head Teachers have a duty to keep them away from the bad Teachers - this they fail on miserably.

18 is an indication that poor Teachers are allowed to remain teaching ...... the 40 years is an indication too.
