For a every day family car the WRX wins and is the more sensible choice,but and it's a big BUT
if you are thinking of modifying later on the STI is what you need as it has the majority of the upgraded parts already I.e stronger gearbox,brembo brakes,stronger internals etc...Your needs are pointing towards a WRX though so I would go for a nice one of them.SJ.

Vf35 turbo - £300ish, decat uppipe - £40, pink injectors - £100, full exhaust system - £???, custom remap - £350 for open source or £550 for ecutec.
All the parts come up for sale often too
Don't be put off by high mileage, my last blob had 50k it felt and drove fine, my new own has 105k and feels better than my old one did.
