The clue is the hydrocarbons (HC)...its low, which usually means the engine is pretty happy. Its just the cat isn't efficient/hot enough to convert the CO.
Cat isn't hot enough, Noticed on the 2nd fast idle it had come down a touch. cats getting hotter. the cat is likely to be a little less efficient over the years, or it just stood to long

That's all very true, I'm a tester & as soon as I read the figures I knew what was the issue and its exactly like you said
