Couple things

1) Do you have a boost gauge? These cars can overboost with the added airflow from the exhaust and intake.
2) The fact that it runs 10 psi on the spring means that its something to do with your BCS. Could be going bad and not able to control the boost. What I would would do is try and find a manual booost controller.

heres some threads on boost control that might help.

Not that I know of . It seems awfully loud and boost comes in at 4000rpm . Lag is terrible . The cars like all or nothing if that makes sense .

Hitting 20 psi is wayyyy over stock. Probably maxing out your injectors and your running lean! Can you take picture of your engine bay around the boost controller and put it up?

Yeah will do in the morning . I've also ordered a new bcs . Should the solenoid click repeatedly in test mode when green plugs are together ?

It's a basic PWM solenoid valve, does it read open circuit with the multimeter?

I have not checked . I tried cleaning it with contact spray but as I say it just clicks away in test mode. The thing I don't get is when It first started Overboosting I immediately started checking bcs , actuator , boost gauge and then realised there was a huge hole in the pipe from the turbo nipple. I thought that was the problem but after replacing it stayed the same also when I let off the throttle sounds like someone rattling a tin of beans or like the sound of a blown lightbulb when you rattle it but amplified .
