When you say the permissions on the XP Home PC cannot be accessed have you tried looking in My Computer then click on the tools menu, click on the view tab and un-check the box at the bottom of the list "Use simple file sharing".
I don’t know if it will be in XP Home but I had a problem accessing the permissions on my PC in XP Pro and this box was ticked so I couldn't see the permission settings. Don’t know if it will be much help to you tho?
I also had problems getting both my XP Pro PC’s to talk to each other. As ChrisB said can you ping to each PC? The problem I had was I could see both my PC’s from either PC in Network places etc “PC1” could access “PC2” but “PC2” couldn’t access “PC1”. I got the message you get “you might not have permission to access blah blah”.
When you double click on the PC your trying to access does it ask you for a user name and password?

I've tracked it down to ZoneAlarm.... doh!
I now have the network up and running as well as the ICS but had to uninstall ZoneAlarm completely. I now have ZoneAlarm Pro that I am about to install; just standing by for everything to go wrong again
