As most PPP's are fitted to brand new vehicles and the fact the downpipe gasket is a metal one, they won't (normally) require changing (and we have fitted enough of them to be sure of this fact). When PPP's are fitted to older vehicles or vehicles with a few miles on the dealer may decide to change the gasket and charge the customer accordingly.
With regard to the possibility of the bolt cross threading etc, it is not really anyone's fault, it's just one of those things that happen every now and then. Dealers can take a view on whether to charge the customer or not as a gesture of goodwill. I am unable to quote for individual Subaru dealers. I can only quote on what has been agreed with IM.

Thanks for the clarification Nick.
In that case it would be worthwhile to check and agree the price with the dealer before fitting and to check on the dealers policy for who pays for any extra parts and labour required.
If you don't agree with the dealers stance, you can always go to another one.
