AFAIK don't councils call in the Bailiff only after a court hearing and when they have a warrant. There's nothing to get their goat so quick as someone who doesn't appear for a summons.
In fact I just read your first post again and it's clear that there's been a court hearing that you appear not to have attended. If you had gone to this and stated your case you might well have got away with it. Duuuuhhhh!

Tough s**t I live a hundred miles from Bristol now and work for a living
