Its proably the case he's nicking speeding motorists in the vain hope they're rushing back home with a take out, Kebab, fish n chips.
He uses the laser to heat up the food.
Probably got stuck on traffic duty as the strap of the bobbies helmet wouldn't fit over his multiple chins.

Guys,
At the very least, you have to admire him for nicking fellow cops, rather than turning a blind eye in their direction. Ok, so he is probably a bit misguided in his efforts, but at least he is showing some integrity!
Making unsubstantiated claims about his weight, dimensionsm parentage and sexuality may be funny, but it isn't really that big or clever, is it?
The guy just needs to change his role-models a bit and he'll be fine. Somehow, I think, Robocop and a Gatso camera don't make ideal material to look up to and emulate!
