Its all laid out in European legislation 96/20/EC which implements another part called 70/157/EEC as part of the Environmental Legislation called the "Permissible sound level and the exhaust system of motor vehicles".

Basically, depending on what your vehicle is i.e. number of seats, commercial, weight carrying limits, diesel engine it invokes different maximum noise thresholds. Diesels are allowed to be 1dBA louder apparently.

Anyway, for a car like a Scooby the limit is now 79dBA. Now how you measure this is really complex. There are stationary tests, there are tests for automatics, what direction the wind is blowing and so on and so on. Some tests are conducted at 75% of the revs from which maximum power is developed in 2nd gear (for cars with 4 or more forward gears, automatics have to do a number of passes at 30, 40, 50 km/h).

This 70/157/EEC goes on and on for over 200 pages and covers things like lawnmowers, tower cranes, mobile welding units????

In about 1975-ish the limit it was 85dBA but over the years its fallen to 80dBA and down even lower. Thing is, todays its 79dBA for a Scoob.

Just feel sorry for those TVR boys - 100dBA as standard out of the showroom!!!

Dunno about DB level but new law came into force 31st Jan this year allowing police to act on "nuisance" caused by motorists - aimed at the cruise crowd, it covers exhausts, hooning, DVs, ICE etc. Also allows plod to confiscate bikes/orv's of greeenlaners if they cause a nuisance as well.

at the rolling road day my Scoobyworld Afterburner with the two cats still on registered 85 db, Money who was has a complete decat with Blits N spec peaked at 118 db.
Admitadly these were not true Scientific test, just some one standing a few feet behind the car whilst we revved to 4k rpm and then wot.

AFAIK the legal limit is around 85db which is the limit of Jack hammers. Bear in mind that Concorde operates between 111 and 115 decibels—a noise level comparable to thunder so 118 is deff against the law aswell as painful when in the car

"100db(A) @ 0.5 metre distance and 45 degrees from the exhaust exit
88db(A) @ 2 metre distance and 45 degrees from the exhaust exit
76db(A) @ 8 metre from the centre of the car and off to one side at 90 degrees"
So any1 got a measuring device lol but sure looks like they can also screw u if they fink it's OTT at any given time

Some random figures:

My APS exhaust gave 88.5db at 5000rpm, 1m from tailpipe at 45º. 79dB peak in the car floored in second, more like 75 peak at cruise. (My car has some dynamat for ICE benefits) Very similar numbers to an STi 7 with prodrive backbox and centre de-cat.

Standard 02 WRX gave 75 floored in second and 73 on the cruise inside the car (again with dynamat in).

I have seen measurements of a Blitz (with OEM downpipe) at 103dB outside the car, 5000rpm. Mid 90s is very common for decat systems.

147dB inside the car probably required sandbags on the windscreen to stop it popping out? This tends to have a detrimental effect on visibility when driving.
