Why does the WRX get the front fogs and the STI just the covers?

Got my STi8 fogs thrown in for 'free' as part of the deal as I think that the front of the car looks more 'balanced' with them.
Won't ever need to use them though

Is it something to do with homologation? Maybe the rally cars are allowed to add extra lights (spots), but not remove any that are there already (fogs). So STi's come with holes but no fogs.
Just a thought...
