Personally, I don't think they should be allowed on the road,

Steve, they were on the roads long before cars were, so why?

i agree with steve to a certain extent

the roads are far busier nowadays and if the horse cant handle the traffic it would be safer if it wasn,t in the traffic

ps i slow down for horses
