I think Paul Merton is good, although the real gems don't come as regularly as with someone like Paul O'Grady, Julian Clary, Jonathan Ross etc, if we're talking pure improvisational comedy. But i think it works well in combination with Ian Hislop. And Boris Johnson is by far the best alternative to Angus they've found.
(And i'm late 30s. Still interested to know who V45DSM considers to be "really" funny...)

Paul Merton is crap, and what makes it even worse is its scripted crap. He can't even be crap spontaneously.

So what has age got to do with an appreciation of Paul Merton?? I'm assuming he appeals mainly to a slightly older audience, which is the sort of category i guess you're in having listed those examples, no??
