Turbo outlet nipple connects to boost controller (i.e whatever you are going to use : Bleed Valve, Dawes Valve, EBC etc).
Other side of boost controler goes to actuator.
The stock boost control solenoid should then have the 2 redundant hose blocked with a bolt/screw or whatever. This will prevent the third hose drawing air into the intake pipework, when the solendoid pulses under ECU control.
If you are running 17psi without the bottom hose, it sounds like your ECU has been modded or a fuel-cut defender is fitted.
I would also be worried about detonation if running a standard fuel/timing map.
The standard ECU 'WILL' fuel-cut at approx 14psi if pre sept 94 or 15.6psi is post sept 94 (refering to WRX only)
Removing the bottom hose will only give minimal boost increases. The ECU will sense, via the map sensor, that more boost then the target is being generated and try to adjust the boost solenoid duty cycle.
However, it will cause boost spikes and hence fuel-cut.
