There is a lot of shoot/don't shoot flannel being stated here.
I doubt many people here have been in a position where they are armed security. I have, and there are very strict rules of engagement. You cannot just shoot someone because there are where they shouldn't be - even in a war zone. There is a British soldier on trial for shooting an openly armed Iraqi right now.
Army rules of engagement favour the transgressor almost to the point you can't open fire until they actually shoot you or someone else. Even if they do shoot someone, then immediately put down their weapon, you can't shoot them.
I imagine that the Police rules of engagement are even stricter. I think they made a good call in not shooting the guy. Once he has heard the "Police, stop or I shoot", his actions probably give a good indication of peaceful/violent intentions. Bear in mind there could have been a lot of explosives under that cape.
If any mistakes were made, it was letting the guy in the grounds in the first place. From that moment on, the Police acted impeccably - in the exemplary way we expect our bobbies to conduct themselves. Imagine the response if this guy had scaled the Whitehouse. Even in conservative Canada, the Police have been known to be trigger happy on occasion.
Lastly, there is no shoot to kill or shoot to injure. You shoot to hit. Your chances of hitting are greatly increased if you aim for the centre of mass - the body. If your shot is good, it will go through the chest and probably kill. Once you have made you decision to shoot, you cannot mince about - if he was a terrorist and was simply injured, he would be extremely dangerous/suicidal. Anyone who thinks you can shoot to injure has been watching too much Hollywood.
