Ring the police, and get them to speak to the local hospitals to see if anyone has been into A&E with cuts/bites to their hand... get the police around for some DNA swabs, bish bash bosh, he's done for attempted burglary

Or am I living in a fantasy world?

And I'd rather tell them what happened first, rather that some low life and his "mate" (as a witness) saying your dog attacked them while you were out walking...
