I am sure some proper PS users can improve on this, but a quick how to:

First Duplicate image

Resize image (Pic1) (uncheck the Constrain Proportions tick box)

Choose the Elliptical Marquee tool (Pic2) and copy the wheels from the original image (try to keep the edge of the wheel arch)

And paste them in to the squashed image (on new layers)

If the image is a ¾ view I used Edit > Transform > Distort to adjust the angle of the wheel.

Then use eraser tool to clean off excess on the wheel images

my first attempt at photoshop, had it ages but not used it.

Followed the instructions and this is the result

For a good free image editing program for both Windows and *nix, try www.gimp.org - everyone can then have a play without having to purchase Photoshop.
