Funny how this idea ties in with the ISA plans which are fast approaching. It's one way to ensure that every car on the road has an ecu and can therefore be retrofitted with speed governing gps equipment. Of course, it'll be fine to take a 15yr old+ car on the road without ISA and gps positioning because you'll have to supply a detailed itinerary of your route anyway.

Ah, I get it now. It's a way of making money again in fines and insurance rip-offs. Where is all this money going? I hate the idea of GPS and having people spying on where I am as do most people and I have nothing to hide apart from doing maybe 80 mph on the motorway once a month.
Are we going to end up a Communist state where we are told what to do, how to think and where to be?

there aint a cat in ells chance they're taking my Reno 5 off me, cheeky barstewards.... maybe give me back every penny Ive ever spent on it etc with interest and I might consider it. until then they can get knotted.

Now go and tell someone whose job it is to listen to you. Write to your MP, to the DfT or the press, and let them know that:
- you're aware of draconian proposals that will affect your life negatively,
- that you're not happy,
- and that you'll vote against it!
Remember, somewhere out there is someone with a cardigan and a comb-over, who hates all these noisy, polluting monstrosities that are driven by morons and which routinely mow down small children because they're always speeding. He regularly moans that 'something must be done'. Make your voice count too.

aye handguns are slightly different though aint they... if I need to I'll register the car under a nobodies name and address so the last owner is nowt to do with me and I'll keep it in a lock up or something and still use it. think it'll be a bit akward for them to be taking cars of people

You lot really are the rabid Right, and a bunch of moaners to boot. The source for this information is the editor of Anoraks Monthly, someone you'd not normally **** on if they were in flames.
But because he comes up with some "supposed" legislation, you all get your collective knickers in a twist. Then you start hypothesising about GPS tracking .... presumably all babies will have to be fitted with a tracker when they're born? And when will we all have to start growing moustaches, saluting in a funny way, and saying "Ja, herr oberst".
Have a look and see what the governement are up to. If they really are suggesting what this crackpot is suggesting, I'll be manning the barricades with you. Can I suggest, however, that if they really were going to do what Mr Womble believes, that other newspapers might just have followed up on it. The Tories would have it front and centre as part of their election manifesto, as they'd pick up loads of votes from the hard-core working-class Labour voters.
If the Tories aren't lambasting Blair for it - and let's face it, they'll blame him for absolutely anything they can, from the falling of snow to the incidence of ginger-haired kids - then there's a fair likelihood that the autojumbling editor is talking out of his backside.

If they are talking about banning green laneing in a 4x4 or on a bike because it damages the countyside, they should ban horses from the green lanes too.
Horses make just as much mess of the countryside, ripping all the ground up with their big hooofs
+ they leave *hit everywhere.
Horses riders should be fined like dog owners for not cleaning up their animals mess!
........ they'd need a bloody big bin bag for all that cack.

the moose: you have a valid point, of course, that the accuracy of such sources always needs to be checked.
GPS tracking and active speed control (ISA) are very much real, whomever you may choose to believe. I'll help you find the relevant documents myself if you like. Tracking is part of the 10 year plan for transport, the idea being to replace (or, let's be honest, augment) existing road taxes with one based on time and distance travelled. ISA could well share similar hardware and mapping data, and is the subject of ongoing research at Leeds University. I'll scan you a copy of the letter I received from DfT on the subject if you really want.
As for the other suggestions - scrapping of older vehicles, restrictions on maintenance and parts supply etc - I agree that the source is questionable, but that doesn't mean we shouldn't be aware of the possibilities and be prepared to take action.
Remember, it's been illegal for a long time to do your own gas work, now it's also illegal to to a lot of your own electrical work - it doesn't take much imagination to realise that someone, somewhere might be deciding that you're not capable of fixing your car without becoming a danger to yourself and others too. Last time you changed a set of brake pads, did you put them in correctly? Ensure you didn't get copper grease on the friction material? Damage a hydraulic line? Do the wheel nuts up correctly?

That's the green-laning issue. What about the rest - presumably you've got some backup to that one?
Incidentally, have you actually seen some of the damage caused by off-roaders? If you have (and I have, believe me) you might agree that some legislation is needed. Roads which have existed for hundreds (or in some cases thousands) of years are being destroyed, and that can't be allowed to continue IMO.

Congestion charging on the whole network could be implemented using a number of different technologies. The most flexible systems are those using distance-based charging. The distance travelled by the vehicle, and identification of the road network it has used, can be established by various techniques; the most common system designs are based on the Global Positioning System of position-fixing satellites (GPS). GPS can support a system which could cover all types of vehicles on all UK roads with the ability to vary the charge by the individual road, the time of day the vehicle was travelling, the type of vehicle and the degree of congestion. It could even detect when air quality is poor and impose a higher charge, or similarly, apply a reduced charge if the road user is in a green vehicle (though we have not modelled this).
