Yes they are if Felix's previous posts are to go by where he said officers from other depts can be pulled into do ther jobs when needed.
If you complain you have too few staff to police the community then you have a responsibilty to take head count from one dept and put them where they are needed, ier on more serious crime prevention.

Come on guys, stick to the topic, a flamer kit and some dodgy spacing is hardly drink driving or a prison sentence is it.
The point is there are too many police resources going on this kind of **** when there is a steady increase in 'real' crime and an increasing number of the population do no feel safe in their homes, let alone on the streets.

It is almost two years since Steve Green's Nottinghamshire police force was officially branded the worst in Britain.
In May 2003 the Nottinghamshire force became the first in more than a decade to fail the Home Office's test to see if the police are effective and efficient.
Her Majesty's Inspector of Constabulary said in a report: "If you lived, worked or visited Nottinghamshire, you were more likely to have a crime committed against you than anywhere in the country."
David Blakey, the inspector who wrote the report, issued Mr Green with a formal warning that his force could be the first to be taken over and run by Home Office appointees.
The official verdict said Nottinghamshire was the victim of a long history of poor performance, a drastic reform programme and a sudden rise in gun crime and murder.
But Mr Green has many local critics including John Clarke, the chairman of his police authority, who yesterday questioned whether his chief constable had taken the most appropriate action.
"The question has to be whether the resources are being properly used," he said.

You get what I'm saying yet? I'm not saying it's right or wrong to pull people for dodgy numberplates or flamer kits. I'm just saying that the police, specifically the traffic police, 'seem' to take on the easy targets every time. Personally I don't suffer with it myself. I haven't been unnecessarily pulled in the last 15 years, but I know people who have and I'd imagine it's frustrating to have your time wasted by the same force who are saying their under resourced and understaffed.
