Maybe u should just move? Why would u want 2 live in a small town in Wales anyway where the local "hedlu" (innit?) have bugger all else 2 do than harrass the 1 decent car around?

If he is being pulled and issued section 59's then he isnt on a stock exhaust, or even a normal aftermarket system, he is probably running a japanese style rattle your windows system which are a nuisance to most people. He did state he has the loudest car in the villiage.

Has anyone read the full text of s.59?

Note the first part:
(1) Where a constable in uniform has reasonable grounds for believing that a motor vehicle is being used on any occasion in a manner which-
(a) contravenes section 3 or 34 of the Road Traffic Act 1988 (c. 52) (careless and inconsiderate driving and prohibition of off-road driving), and
(b) is causing, or is likely to cause, alarm, distress or annoyance to members of the public,
he shall have the powers set out in subsection (3).
According to my interpretation, in order to get the powers, not only should the vehicle cause alarm or distress, but it MUST ALSO be driven carelessly or inconsiderately.
I don't see how simple possession of a loud exhaust (as opposed to revving the **** off it at 2am in a housing estate) can be interpreted as inconsiderate driving.
