An officer has the power to stop a vehicle to ensure all documents are in order, there needs be no other reason than that!
You are given 7 days from midnight of the issue of the HO/RT1 (producer) to produce the specified docs at a police stn of your choice in England or Wales, but you have committed the offence of not producing your documents when requested. Failure to produce the required documents within 7 days completes the offence, even if you actually have them.
You will never be charged with anything by the Police, you will reported for summons.
AFAIK This is correct. Police can perform a stop check for these reasons. They do not need to suspect that an offence is being comited or that the vehicle will be used in an offence.

I guess that high performance cars are more likely to be a target, but then if you can at least produce your licence and you're the registered owner of the vehicle, your MOT disc is on display (which means you'll will have had to have had valid insurance at the time of its purchase) and you're nice to the policeman, I'm guessing the chances are he'll be satisified and let you on your way.

Being nice to people can get you a long way and is always appreciated
by those who have diff jobs and lets face it, it's tough to be a coppa!

Its best to remain calm and friendly, getting in a huff helps no-one, esp if you think you're being hard done by. In this instance, the best course of action is to make an official written complaint after the incident.

Best.

Ive been to court so many times for driving offences from failing to produce to driving without due car attention no insuarance etc.

I once got summons for not producing my insurance paper,i was insured but when i went to the police station i didnt take the policy with me and i didnt produce within 7 days.so i get summons for driving without insurance and failing to produce within 7 days.
When i went court i took my insurance policy with me and they was satisfied with it and they couldnt fine me or anything for failing to produce within 7 days.
Because i hadnt commited any other offence.

In reality I expect quite a few use public transport to get about without raising suspiscion. I use to go to school with someone who later got banged up for being a burglar. He was a very intelligent chap, who had it not been for the childhood problems he experianced, and the subsequent drugs mucking his brain up. I am in no doubt would of acheived a lot with his life.
His MO to pay for his habit was as follows. He would see a house on a busy street, main road usually. Break in, locate any suitcases or large holdalls. This is where his brain got going. He would then ring a taxi! Next he would go round the house taking anything of value and stuffing it into the suitcases. In ten minutes there would be a beep outside. He would casually stroll out to the waiting taxi with his suitcases, and ask to be taken to the train station. The taxi driver would ask him going anywhere nice for your holiday? He would have a bit of a chat with the driver. Once dropped off he would walk into the train station hang around a bit, then go back outside and either get another taxi or walk round the corner to the bus station, and catch the Bus to near the local fence/dealer! He was doing ok at it, until one fateful day he chose the wrong house. A few minutes later the taxi turned up as usual and instead of going straight to the train station it took him to the local police station. It turns out that the house he had just burgled had been the home of the radio controllers from the cab firm he had used! LOL
I imagine that quite a few criminals use public transport to get about, it is just the police in uniform don't see using public transport as glamourous and so will avoid it if they can

One thing people might bare in mind.. Burglars, thieves, rapist, robbers and generally every other bit of low life scum use a motor vehicle when commiting crime......you don't think they take the bus with a bag marked 'SWAG'?

PNC isn't the quickest thing at times and by stopping the car and talking to the driver a lot of the time you can ascertain if he's had a drink on drugs or 'dodgy' in someway... still beats any computer.

FINAL BIT OF RANT......

Stop me everyday I say for the five minutes it takes. Before long no one whould ever nick a Scoob cause you can't get five yards without being stopped and the law recognises most thieving b**stards cause they've dealt with them before.

If you get stopped... TIP for you.... attitude goes a long way and comments like 'what you stopped me for?', 'have you now't better do?' and 'you should be stopping real criminals!' will probably cause you more upset in the long run than the bobby whose heard it thirty thousand times and thinks right lets see what we can find!

FINALLY.. if your not happy with the service, get signed up, pull on the body armour and uniform and see if you can do a better job!
So you're saying it is okay for a copper to lie about some imaginary offence I've commited, give me an unjustified bollocking, and ask me to go to the station to produce my documents just so they can check out whether I'm a thief, rapist or robber, or on drink or drugs? Maybe I'm being stupid, but I would say most thieves, rapists and robbers don't drive around in a WR Blue Spec C with SWRT stickers and mudflaps for the same reason they don't ride the bus with a swag bag - bit bl00dy obvious. Sure scoobys get used in robberies but so do Audis and BMWs - don't hear of many of them being pulled over for no reason.

And, for your information, I'm always courteous and polite when stopped, even in the face of some fairly blatant provocation. Doesn't always do me any good ... in fact the last time I was given a producer the copper behind the desk apologised to me as his view was the copper who had stopped me was "being a little bit too zealous".

As for being stopped for five minutes every day - well maybe that would be okay for you but I run my own business and getting stopped and asked to go to the station to produce my documents isn't something I can always do without losing money and, potentially clients.

As said before, this isn't true of the majority of coppers, just the odd few that go over the top.
