From the perspective of someone who was a teenager ten years ago, I'd say that things -in my area at least- have got markedly worse.
A certain amount of societal transgression is the norm for teens, but I've noticed that the nature of the typical transgressions of todays teens seem to becomming more sinister. Increasingly it seems that cheeky exhuberance is giving way to mindless agression. It seems that there is a sense of hoplessness that pervades the kids of today, as if many are saying "**** it, whats the point" and they are beginning to revel in their "drop out" status and derive their kudos and esteem by spoiling things for others.
Personally I think a big part of reason for the expansion and perpetuation of this growing anti culture is their perceived impunity from the law. The police need to be given greater powers and less paperwork to deal with the teen offenders. The courts need to be able to impose tougher sentences, particularly on those who repeatedly offend. Parents should be made more accountable, the excuse, "what can I do", doesn't wash: you brought them up (or maybe not) you deal with them, don't expect the rest of us to have to sort out yor sh*t. If they won't co-operate with the law in putting the kid back on the straight and narrow, then they're a part to the problem and should expect to be punished as well.
It is important to provide the carrot in the "carott and stick" approach, but I think that side of the equation has been too well developed at the expense of the stick.

Definately worse around the Mansfield area.
I'm 36 and 20 years ago I would not have even thought about doing some of the stuff I see the Yobs doing today.
The overall wealth, house prices etc has gone through the roof around where I live over the last 20 years but back then the local council used to tend flower beds on the street. Now days the local authority has all on repairing damaged Old Folks centres and painting out all the Graffiti.
Are these kids disadvantaged? Well they swan round with around £500 worth of branded clothing and footwear.
Someone said it earlier, it seems a lot of todays youngsters have no self motivation or imagination. There is more to do now than when I was in my teens and I can't remember me and my mates just standing or sitting outside a shop or on a street corner all night. We were always busy and had somehing planned.
And back to my first comment, I wouldn't have thought about yobish behaviour when I was young because I knew right from wrong and I respected my elders and especially the elderly.
Yep Schools have a part to play but 99.9% of the blame lays with the parents and untill we start to tackle that then nothing will change.
