Also depends on the fuel, the expensive high oxygen content stuff car run very high boost and advance allowing extreme torque at low rpm.
If "a friend" could maintain that level of torque even over a 2000 rpm band then I would be seriously impressed

The HDC car was run on 'special fuel' to get his figures.. not even sure on his engine size, as his isnt Group N.

Back on topic, G-Sleigh-STI, Pavlo has given you some very good advise and his company Zen perfomance is based not too far away from you so that would be my first port of call. I'm not biased Pavlo has given me some good advise over the years but I have not bought anything from him yet, Mark ( R19KET ) has supplied me parts over the years and has also provided advise, and Andy F supplied my Turbo and came all the way from Scotland to Southampton to map my car aswell as offering good advise. Between the 3 of them they own the 3 fastest Subaru's in the UK at Scooby shootout last weekend.

I beleive PE (power enterprise) do one, but their old offerings were low on power potential and high on lag, so I am not sure how this will go. In theory they have a 400hp rated turbo.

VF37 can't produce that sort of torque (400 plus), and the turbo at those revs is so far over the surge line to be undrivable even at 1.6 bar boost. Those figs (Richard B) were on Prosports rollers I think which always tend to produce higher torque figs on new age cars.
