The only sure way to make sure he cannot detonate the bomb is to shoot him in the head. This has been stated by the authorities as well. It is the only way to completely stop the nerve activation system. The officers were also under obligation to protect the surrounding public.
If you realise how easily he could detonate the bomb even while being pinned down, I don't think you would hesitate either.
