Tattoos are a personal choice. I have one and I like it very much. If no one else does, tough. 
I don't know if it would hurt on your chest but mine is next to shoulder and it hurt like stink

, iv got a few & 2 on my chest ( if they hurt then i would'nt have 2 lol ) As for getting in the sun a week after ,, humm not a good idea buddy , the sun will fade the colour big time 
so i'd keep out the sun for @ least 2/3 weeks or untill its healed
