In my opinion, no. Self actualisation is a concept of complete and total victory over your inhibitions. I don't mean inhibitions only in respect of things that embarrass us, I mean inhibitions as in the things that hold us back in all walks of life.

As I said before, if you can use pain to your advantage it is a sign that you have good control over fear. Fear is a major inhibition, but pain isn't the only thing that gives rise to fear.

but being at one with oneself as you appear to be when you self actualise, what would you have to fear. not even death itself, as you have come to realise that it is just another of life's journeys.

I have gone a long way down the road of embracing pain as a positive force, but I have not achieved self actualisation. You asked if overcoming pain and suffering led to self actualisation, my opinion is that this alone is not enough.
