In an appropriate environment (and a public area is not one). It should be possible to take a fox out with an air rifle. You will need one that is to full UK power, and you will need to fire pointed pellets. The shot will have to be into the fox's brain box.
Pointed pellets generally penetrate about 1/2-3/4" into fence boards at 20 yards. That should be sufficient for your needs. You will need a to be a good reliable shot to do it though. You will also have to sight the rifle with the pointed pellets, as different pellets all fly slightly differently.
I'm not sure where you live, but you are allowed to shoot in your own land, with a few restrictions. This may be an appropriate last option.

Sign of the times....... we used to live within the M25 and used to get the foxes entertaining us frequently. Now w'eve moved to rural Lincolnshire, we haven't seen or heard one in over a year !
They are deffo urban now. We even had one come die under our bay window once, couldn't work out where the awful smell was coming from until we searched in the shrubbery and discovered its rotting corpse ...yuech !![Embarrassment](images/smilies/redface.gif)

If the politicos become involved in hammering those who live in the country and their traditional pursuits, they can rightly expect to be criticised for it.
It would do a lot more for the country if they actually noticed the really terrible things that are happening these days and did something about it rather than coming up with useless soundbites and ineffectual solutions.
