You need to watch what they do, its interesting, they drive past the target station in their un-registered transit and see if the FIRST pump nearest the road is free (or likely to be free soon) ........... they do drive-bys until they see its empty and then they whizz in.
A lad jumps out and opens the rear doors, climbs in and starts filling up the big barrels in the back ....... they continue this until they are clocked and then they shoot off and the nozzle is left floudering on the floor ....
It's usually diesel they nick .......
If I tried that stunt the Fuzzy Wuzzies would be banging on my door within the hour!!

To use a term from economics, petrol is highly price inelastic. In other words, if the price goes up 10% tomorrow, there would be a small but not significant drop in petrol usage. What can we swap to instead of petrol (and for the sake or arguement I'm including diesel, lpg etc)? For many people, usage of a car is no longer an option, it is a necessity. People have to live further from work because of house prices, and often public transport is unavailable or insufficient. People don't shop at local butchers, bakers, greengrocers etc, they drive to edge of town supermarkets. And because of reduced trade many of those former small shops have gone out of business anyway so the options have been reduced.
People will whinge and moan, but ultimately most will cough up whatever it takes, at least until the time comes when they move house to be nearer work/shops and trade the car for a bicycle
