That's a very sweeping generalisation.
Edinburgh has a good public transport system.

Well I could use public transport to get to work, but the bus company have decided to axe the bus route that runs past our local industrial estate.
Its madness, the government urges people to use public transport so as to cut back on congestion, fuel use and the like, and then the transport providers cut back on services and the amount of routes they use.
I suppose I could ride a bicycle to work, but I would stand a bloody good chance of getting knocked off it by some un-insured Chav who hasnt passed his test, cant see over the dash of his non-MOTed corsa, who is on his way to sign on at the local Job center, or whatever they call them now as the government has re-named them.

Most areas of large density population have public transport which works (ie, major cities where the majority of the population is concentrated).

Country/non-urban areas obviously have it worse.
