How effective is flywheel skimming?

When I had the light fly fitted I can recall that it felt lighter and more eager to rev throughout the rev range, including low down. I cannot say conclusively though as I did not test back to back with OE fly.
Personally I would always opt for a decent aftermarket lightweight flywheel every time.
