All crimes are criminal offences but you do not get a criminal record for either speeding or S172 offences. The difference is that some offences are recordable and some aren't.

A friend told his insurance company that he had one conviction for speeding and they asked him for the date. He had no idea and so contacted the police, after a lot of bouncing about he established that they had no record at all of speeding offences or the dates. Of course the points on the license are a different matter and someone must keep a record of them but this is not a criminal record and is probably held by the DVLA.
