Low entrance requirements mean police are ill-equipped to combat crime, a report from influential former watchdogs has warned.
Chris Woodhead, ex-chief inspector of schools who co-authored the Politeia study, said entrance exams are easier than GCSEs.
Bright officers move on to careers elsewhere, leaving the service with those who appear incompetent and unable to inspire confidence, the report warns. University graduates need to be fast-tracked to provide forces with the leadership they need.

Why should he have to accept the option of a driving lesson - he's probably thinking of the principle of the thing..almost admitting that he held no consideration for the pedestrian.
surely if he was ignorant, he would'nt have slowed down at all?

According to the BBC report: The road was flooded, which was why the workmen were there. This wasn't a little puddle that you might just miss. Therefore 15mph was too clearly too fast. He pleaded guilty and also admitted he was wrong, so what's all the fuss? Got what he deserved IMHO.
