I understand that controlling parking spaces is a valuable service during peak times, however, slapping fines on people a matter of seconds before deadlines, when many people will be relying on watches (which can be several minutes fast) as to whether it is before or after 6:30pm is disgraceful, and shows your employees to be no better than the so-called Cowboy Clampers.
I hope you are suitably embarrassed at how your fellow employees are behaving, and that this unhand technique will not be encouraged in future. I doubt very much that a judge would be amused that s/he was wasting time hearing a case such as this.

I find a good solution is to always keep £3 or £4 in mixed change in the ashtray and leave it there when you get home etc.... - comes in handy if you need change for parking, run out of ****, need to get emergency petrol or use a phone box.

Doesnt rattle around at all as long as you have plenty in there - and if it did, it wouldnt drive me as nuts as getting a ticket while going to find some change.

Had a ticket in car park once as I'd genuinely forgotten to buy a parking ticket. £30 fine for a 20p fee 
. Had a look amongst the various discarded tickets in the car park and found one with the right time printed. Sent that with a brief letter to the issuing office and had a letter of apology in return
