I thought Mark Webber had proved with the Liana(sp?) that a wet track makes **** all difference if the cars are on road tyres?

I think it probably is Julian Bailey.
In Perry McCarthy's autobiography Flat Out Flat Broke (Excellent read by the way). He admits he was the original Stig apart from two occasions when Julian Bailey stood in for him.
That to me Suggests Julian Bailey would be the obvious choice to replace him.
Perry McCarthy also states in his book that he was absolutely trying his hardest every time he took a car around the Top Gear test track.

The Daily Express reveals in todays paper page 21
The former F1 driver and British Touring Car championship driver.
He won the FIA world Championship and raced for Lotus and Tyrell. He took over from the first STIG, Perry McCarthy in 2003

It's likely they will have access to some of the cars for a single days filming only, so they have to just accept whatever the conditions are on the day.

PMSL, I'd love to make that phone call. "Hi, Ferrari UK, yes we got your Enzo normally for 1 day, so we'd return it on October 15, but it's raining here - can we keep it until it's sunny and the track has dried out? Yes, I know that might be May next year, but we want a good lap time..."
