You doing the right thing mate.
It wasn't your dog and unless there is evidence to indicate the dog has been mistreated (and he certainly looks in good nick) he should go back to his proper owners. Whatever your first impressions of them are (and they may be wrong) the owners probably love the dog very much and want him back badly. You could always ask if you could visit him sometime as you're fond of him; they may well be happy to oblige.
Remember, Chavs need love too.........................apparently!

he went back tonight, and the owner who turned up was as chavvy as a chav thing, but the dog didn't seem too upset to see him, so it all turned out nice
