Is it really news that we in this country have a taboo against public nakedness?
And yes, your garden is public in that sense if it's ordinarily visble to neighbours or passers by.
I agree the get who reported her sounds a bit wierd, but - given our culture - I don't think it's remotely odd to to ask your neighbour to cover up outside (esp if you have kids).
Being naked might be natural in some sense, but nudism is definitely a minority interest.

I sunbathe nude in my garden regularly in the summer. The couple who live next door have no issues with this and his wife/partner regularly sunbathes topless. Her husband knows full well I will not be peeking at her

Without wanting to be unkind, whenever you see a feature about nudists on TV (and I watch a lot of them ) You can't help but be struck by the thought that the people most inclined to take their clothes off are the very people that really should be keeping them on!!!!!
Attractiveness and propensity to take clothes off seem to be negatively correlated!
Maybe I've just be watching the wrong TV programmes

She was in the front garden... I wouldn't want to walk out the front door and be greeted with a sight like that on a sunny and otherwise nice day. I also wouldn't want to look out a back window and see that either. She's clearly got a screw lose.
Not really anything to do with her being a no-no even after 10 pints... just wouldn't want the distraction, imagry flashing through my mind etc. It would have to work both ways too - do you really want to see the bloke next doors todger hanging lose as you nip out to the shops on a sunny Saturday afternoon? And don't say you could choose not to look - you would have to look once to know it's there.
There is a time and a place - walking along certain beaches in France for example is very pleasent, but then it's expected.
