I think that the effect of leaks is overstated. The numbers look big so are jumped on by the sensationalist media. The leaked water does not just disappear but returns to the river / drains to be extracted further downstream at a different processing plant. Yes the cost of processing has been lost, but presumably that is more economically efficient than fixing the leaks.

A few extra reservoirs in the southeast wouldn't go amiss BUT what we really need is a pipeline from the wet north to the dry south.
The country wastes millions on the health service, government IT systems going over budget, etc. New roads get built and we can afford the Olympics; surely we can afford a pipeline.
And that stupid **** Prescott wants to build more houses in the southeast! The sooner we kick this lot out the better. They make Margaret Thatcher look reasonable!!!!!
If it carried oil or gas or something with a lot of profit it would be built tomorrow. Isn't it time the water companies' vast profits were used to benefit the customers? The southeast pays the majority of the taxes so let have a pipeline NOW!!!!!!!!
(Nothing a good rant eh? especially when you have to water your allotment with watering cans. Food production should be exempt from the hosepipe ban.)

With reference to the power required for desalination, the solution here (and beleive me, we have very little 'natural' water
) is to use the excess heat generated by a huge aluminium smelting plant to desalinate sea water for 'free'.
One beauty of not having an elected government!
No hosepipe bans, reasonably priced water which is perfectly drinkable and an efficient use of energy
