As Dave has pointed out already: many importers have an 'SVA-kit' which they transfer from car to car, refitting the original parts afterwards. This used to be common with Evolution self levelling HID lamps due to their cost but its beyond a joke now.
With this particular car Id say that it more likely that the vendor is mistaken, or that the originally fitted conversion has failed.

We use a ' speedmate' that is made and supplied by a company in Nottingham. Once size does all cars and you programme it for whatever car you need, from a vast range of info on a palm pilot that comes with your first order for 10 converters.
So the one gizmo fits any car, by setting it up on a car you then have the opportunity to reset the speedo calibration to take accout of 18 or 19 in wheels or whatever or even if the car has had a diff change.
It automatically delimits most cars but in the case of some Imprezas you need to run a cable across to the ECu and interrupt the speedo signal to take the 112mph limit out.
They are fabulously accurate, a delight to fit and I cannot praise them enough.
The SVA centre is Southampton fits new mph faces to the speedos on cable drive speedo Imprezas and leaves the odo reading in Km's which I guess must be legal. But they also do the SVA MOT themselves so maybe they just stretch the rules..... What the new face DOESN'T do is de-limit the car.
I think the wording is that the speedo must read in mph and Km's which by changing the speedo face it does. but leaves the odo ticking up in Km's.
The problem, comes later when someone wants to de-limit the car. By making the odo read correctly and to delimit the car by a fitting gear drive converter in the cable, the needle will now read wrong in relation to the new dial that has been fitted.
At that point, to delimit the car you either need the original speedo face back, or a new original WRX speedo, or try to fit a set of Lockwood dial faces and hope that they ever work again [ any of the dials in the Lockwood case ]
The fitting of the mph speedo face is very cheap they cost about 3 quid and fitting can be done in about 20 minutes. for the purposes of SVA it makes the car pass. After that the SVA centre don't care.

Long story Davey. Work move popped up out of the blue so I though it not sensible to be buying something, and its all gone silent now! I have now just decided to hell with it Its a good time of year to sell the S too!

Bl**dy hell Mark,did going to the rolling road day on sunday make you miss scoobies that much.You won't want 1st refusal on mine now.Did you get my PM about the water?.I am having my car looked at on the 26th July to see what's happening with the boost,(probably VTA dump valve problem!).Don't get rid of your car mate until I've had a go

HPI check won't pick up JDM mileage will it ie when in Japan? That's a downside of JDM, not able to verify stuff that happened (or didn't happen) in Japan ...

To put another old chestnut to bed too, we very rarely get much history on a car from Japan. People advise ' don't buy one without provable history'. In my experience, over the last 22 years buying and selling Jap imports, I reckon I've had provable history with less than half of them. Not an issue, the cars are bought and vetted by APi Japan and then offered to me. never yet had a bad one. EVER.
Earlier this year we had a suspiciously low mileage car sent to us with head gasket failure. The engine and mechanicals were all on their last legs. The car looked and drove very tired. The car owner had only just bought the car from a ' bombsite car dealer' in Epsom, Surrey or thereabouts.
The mileage check at the auctions in Japan revealed that tha car had gone through the auctions in Japan 3 months previously at 119,000 Kms @85,000 miles - and it now read 49,000 miles !! Bit of a ' haircut ' that.
Anyway after threatening the dealer [ not really a dealer but anyway ] with trading standards etc they got their money back.
Watch out for a cheap but horrible dark blue 4 door in that area of London.
Cost of the mileage check £29.99, worth every penny and yes I can do it for anyone on any car. If it comes back with no history it still costs the same.
