Seems like a good idea, but seeing as councils now sub out the vast majority of thier labour to private companies it will never work.

Best value is a farce as far as i'm concerned. I lost a supply job by £1000 but offered free fitting, they bought the goods from another company but had to wait until the new financial year to pay someone else to fit them

And thats besides the amounst of stuff they buy, never use, replace soon after because they've ordered the wrong thing or they've ordered the correct thing for the wrong place
