Because Japan is their home market, and then the US is traditionally the biggest market. Also Europe is much, much more tricky to execute any product launch due to the amount of territories and languages.
However, given that Europe counts for around 50% of Playstation groups profitability, (consider that PS2 sales in UK alone are not that far behind the entire US) it's kind of ridiculous.
