Nothing to do with terrorism - if its off the rear-view mirror its normally faith related - nothing sinister.
Alternatively, if its hanging from the exhaust then its a culture thing - lots of cars in India and Pakistan have it.
That's fact - not rumour as I'm asian so do see it more than most probably

Best one i heard was that those taxi drivers hang cd's of the rear view mirror, cos they say when they go through a speed camera it bounces the flash back so they don't get done
