it doesn't matter about the third party who let the handbrake off. She has surely now admitted that it was her car that hit yours and so it is her insurance that has to cough up for the damage (either that or they settle and bill with you directly). If she fills in the report and agrees that it was her car then she is responsible. The only other person that could be held responsible is the mother who is the registered keeper.
