But who actually decides what a "nice view" is? For me. it includes a dark night sky, so I should therefore be paying a lot less than my neighbour who has his so-called 'security' lights on permanently.

Something like this, they'll wait till they're re-elected (please God no!) and then implement it?
Do immigrants get to vote? just wondering that if they do New Labour will easily get back in cause of the Poles and Romanians voting for the government allowing them into the country on the Benefits gravy train
The problem with the election is that less people vote than do the weekly lottery.

It is not just the view that will be taken into account. Theye will also list things like whether you are close to a railway station, or a good school, whether you have easy access to public transport etc. They will even want to know if you have cherished car registration!
I see the possibility of the poll tax riots all over again.

The new system is known as a ‘Discrete Capital Values’ model, where a single tax rate is applied to the house price, each year (akin to a stamp duty being levied on every home every year). This differs from council tax which is a banded system and which caps the highest rate at Band H (twice the rate of Band D). Government documents explain that this creates a “more progressive” form of taxation (c.3). They admit, this is “a general property tax rather than as a charge for any specific services” (c.207). They concede, “some households will be faced with substantial increases in their rate liability” (c.214). Regular revaluations would take place to ensure the house price data is accurate.

Poll tax riots? I don't think so.
The people who organised and carried out the poll tax riots were, in the main, supporters of the people who are now "running" the country. The Socialist Workers Party types who instigated all that may not be very nice people and their values may well be utterly skewed but they're far better at getting off their ***** and getting mobilised than the nice, polite middle Englander.
We'll get shafted and we'll write cross letters to The Telegraph and that's about it.
