How do Pepipoopants know all these facts before anyone else with regards to charges etc?
It looks to me like a good way of ramping up the hits on there "Get Away With Breaking The Law" site to cynics like me

Consider the multi billion pound contract to set up the IT services to support this initiative. I had the misfortune of being a Business Analyst for the IT company who do most of our governments IT programs and can safely say that the project will cost twice what the original quote says and take twice as long as the original plan
...
Do the satellites already in place definately have the capability for 20million more "subscribers" than at present? If not add a few more billion onto the project for the next satellite launch... Can the computer stations support the data being transmitted from say 10million cars at any one time from anywhere in the country, speed limit-driving speed flags, Motorway/A/B road information mileage, itemised bills for every driver, the direct debit and manual payment systems, process for stolen cars, online payment / billing functions etc the list goes on.
The development, implementation and maintenance of this is mahoooooooooosive and is not going to be delivered imminently and I am amazed that in amongst it all Pepipoopants know that we're all going to have to pay £200 to install it in our cars.![Confused](images/smilies/confused.gif)
As a result I'll hang fire on signing up to petitions and dishing out my email address to the ether until we all know more about the full proposition.

I doubt any transmission of data would be real time or raw. More likely the black box would have some kind of mapping technology like a TomTom combined with a pricing structure. That would then have a GPRS based mobile that would periodically send all the trip info back to a central system. My tracker on my car can do all this already, I just have to subscribe to the service. Many transport firms are using similar systems already. It wouldn't be a big deal to add in the charging element and have multiple billing centres to deal with the volume.

Fair point on the GPRS though, they may choose to use that... Then they would need to arrange network deals with the private sector providers which would result in a subscription/transmition costs. These could be billed into the mileage costs and dealt with behind the scenes, but even that is a massive piece of work to put together...
Anyhoo, the why's and wherefores I documented in the original post arent there to be pulled apart. Theyre just one of my reasons for not signing up to the petition. My original thread had more validity that Pepipoos reason to sign
