Yep - Chavisness is a dark path from which victims rarely return.
Chavs down here are usually even skinter than usual so some of the chaviots you see are truly dire.

How old is he? Looks about 16/17?
What was I doing then? Failing to study for A levels, surfing, getting pi55ed, trying to pull anything in a skirt and generally larking about.

I should think a book called "Return from the Chav side" with tips for parents on how to avoid Chavishness would help but then most Chavs have Chav parents. Maybe teachers could "guide" them at school (if they ever turn up).
Tips such as "if you turn Chav, you'll get stabbed" or "this Chav had a 300bhp Nova but forgot to upgrade the brakes - Don't Chav and Drive"
