It'll be in the region of 0.8-0.9bar (11-13psi) for that amount of power, I would have thought.

Well that's not right then.

8psi = 0.55bar which is pretty much raw wastegate cracking pressure.

I'd try another gauge first - just to rule that out.

Then I'd run a diagnostics check using the plugs under the steering column.

If nothing appropriate comes up, I'd then try cleaning the boost control solenoid with carb cleaner... Then go from there......

Sound's like the boost gauge is all sorted and ruled out then.

I'd remove/disconnect the controller i.e. try to get everything back as close to OEM as possible, before commencing troubleshooting.

The BCS on a 1999 car is a small rectangular brass item with a couple of vac hose connections to it. It's mounted at a jaunty angle off of the driver side suspension turret. It's just an ECU-controlled electro-mechanical valve that rapidly opens/closes, to give max target boost when on full throttle (most of the time). But if the ECU senses 'danger', then it can limit the max boost by keeping the valve shut or allowing a low wastegate duty cycle, etc...

You're missing the MY letter between the 8 and 4, if so.

1994 is either MY94 ("B") or MY95 ("C").

1997 is either MY97 ("D") or MY98 ("E").

Don't recognise that code (plus, as above, it should be 7 digits long, anyway!). You sure that's not the start of the VIN code (rather than the Applied model code)?!

It can be removed yes.

This could well be the reason why you're getting only 8psi then!

Because, if it is removed, then unless you have a manual boost valve, or a restrictor pill - with a smaller hole for the 2-port plumbing - fitted in place of it, you will only have the raw wastegate pressure available i.e. c.0.5bar (or 7-8psi) anyway...

You don't "put on psi", as you say.

You just need to re-plumb in the 2-port correctly, and ensure the correct size restrictor pill is in the short piece of hose between comp nozzle outlet and T-piece (if it's missing, of course) - see diagram below. If everything's okay, the ECU/BCS should allow max. boost again.

Also make sure any aftermarket boost controllers are wholly removed (if you have any, of course).

Here's how everything should be plumbed together:-

Yeah, then a previous owner has simply bypassed the OEM BCS system with a boost controller.

Junk the BC, and reinstate the 2-port BCS and plumb in as above...
