Don't let them in! If I were you I'd tell them to get stuffed if they ever turned up. Ignore all their letters too. No one can enter your house without your say so bar the Police if they have a warrant (?) from the Courts.

It's HMRC people rather than council staff that are responsible for the valuation.

the national re-banding has been but on hold due to public attitude. I'm not aware that anyone yet has the right of entry, but I could be wrong (I only work for the council, they don't tell us things)
If you requested a re-assessment, as many have done, then they will re-assess it any may move it either way.
We'll definately loose out if / when they re-assess all, due to an extension and conservatory, but on the other hand, by 87 yo grandad lives on a street with an average (I guess) in excess of 5 per household, and only receives a 25% discount on council tax from what his neighbours pay. Hardly fair. At least the new system would take into account that he doesn't even have heating.
I'd vote for a local income tax, but I don't earn much so I can!
