According to this
Premium Bonds: Are they worth it? | MoneySavingExpert: Consumer Revenge, Credit Cards, Shopping, Bank Charges, Cheap Flights and more
The odds of winning the Premium Bond jackpot is 17.5 billion to 1 !
If you compare the average return it's 3.6% per annum compared to 6.5% for a cash ISA, both of which are tax free.

Use it to buy a luxury 2 bed city centre flat (off plan you get them less than they cost to build them) with an interest only 100% mortgage. Don't bother putting a tenant in it and watch the money come rolling in as the property grows in value. You can never lose with property. It always goes up. If you struggle to pay the interest, just remortgage to pay it.

On a serious note, Shell might be a good buy at present. I'm also investing in Japan - it will be a rough ride, but in the long term I can only see the Yen strengthening and the pound weakening, and the UK stock market struggling where Jap might take off.

I've kind of taken the plunge, in a cop out kind of way!!!
I've just opened a Maxi stocks and shares ISA online with Halifax who I bank with and have transferred £1000 across. Will take 5 days for the paperwork and certificate to come through then I'll see what I've let myself in for
