Who is responsible for H&S?

The Employee,i would question the employer on this.

In my line of work,if i think it is unsafe,i wont do the job simple as.
And my Employer would always back this up.It is the empoyers responsibility to provide PPE,which in this case would be suitable protection for the Employee to wear for the job,not just some arm protection.

If things went **** up and the person in question was badly injured the first thing the HSE would ask for would be a Risk Assesment,and a safe practice at work.Or a safe system at work booklet.

If it is safe,do it,if not don't.

There is no way i would put myself at risk,if my empoyer asked me too,if i thought it was unsafe.

She's a dog handler but doesn't want to handle a dog. So what exactly do dog handlers do?
She's a dog warden not a dog handler. Her degree is in animal health & welfare and she has a lot of experience with dogs (she's had several). She has never had specific training though to deal with dogs and relies only on what she knows from having her own dogs. This is all she was required to know to get the job.

She has specifically requested training on this sort of thing but has had no luck in getting a positive response. Her boses just don't care! She get sent out in her van to spend most of her day talking to people about dog barking complaints and sometimes to pick up the odd stray. That usually involves giving it a biscuit and putting it in the van. A seasoned stray knows the routine and runs - she has no chance of catching it! If she came across and aggressive dog that was a danger to the public she is supposed to call the police dog handlers.

If she was trained as a dog handler then she'd have no excuse but she's just a dog warden which, tbh, is a job anybody could do.

If the manager cannot provide her with the bite suit because he does not know where it is, tell him to get sprecial clearance from the local Health and Safety department, and then do it himself!

Actually its the employee and the employer who are both responsible for H+S. As for a risk assesment this should have been done already for everything thats covered in a job description. The only issue is does this task fall under the "normal" duties of a dog warden.

obvious solution......quit!

It sounds a ****e job at the best of times....in addition the boss is clearly an idiot. I would have thought flipping burgers was better than working for the council, rounding up stray animals for boss that's retarded - hardly something to smile about when you get up for work!

I would just like to say, I am on the dogs side... he is sitting there with his paws up, reading the Doggy Mail and smoking a cigar ... and some crazy person bursts in through the door with a machine gun and starts shooting up the joint.

On a more serious note, I do feel sorry for the dog, if they were shooting the arsehole of an owner that trained it to be like this then I'd be there in a shot.

Default Duty of Care

The employer has a duty of care for every employee.
So if no proper training given and protective equipment unavailable then her Line Manager (and I use that term loosely) must provide through employer.
Otherwise employer would be in breach of H&S rules and fully liable.
Suggest that she contacts Union ASAP, and makes notes with time & dates of discussions so far. Keep diary of all future talks with management.
Say what you like about Unions they have improved workers conditions over the years.

section 2{1} to ensure so far as reasonably practicable the health , safety and general welfare at work of employees
section2{2}
c] provision of information, instruction, training and supervision eg provision of induction training, instruction on action in the case of fire and information on chemicals that are handled .supervision is on an as necessary basis . inexperienced employees would require more supervision as would high risk tasks .

A blow job a day keeps the anger away

No idea what the outcome of the dog situation was! She's not heard yet! Thankfully her colleague (the other dog warden) who is an ex-police dog handler (and was off on friday) totally agrees with her decision and will make that known to management.

TBH, everything she tells me about her job and her colleagues confirms everything I've ever suspected about Co'oncil workers!

They are all c*ck sniffers. Every single Council worker in the country sniffs dicks! Myself included!! I can't escape the fact I'm a total f*cking loser when it comes to how I make a living
