Wash the car then wash again with oxalyic acid crystals disolved in a bucket of warm water. Allow to dry then wash it off.
I used to work for Ford at Dagenham back in the '60's and this problem was common, but caused by fall-out from the sintering process and blast furnace! The metal particals would microscopically imbed themslves into the paint and promptly rust when it rained! Quite common to see cars looking like they'd just finished the Paris/Dakar rally!
The Ford chemists came up with the remedy.

F*** knows, I left Ford in '71
Seriously, I got them from a chemist but I believe they are used in the woodworking industry - something to do with enhancing or raising the grain on wood. Maybe do a search for info.
