I think the point is that there is a closing speed of 30mph to be overcome, setting aside the nominal speed of the cars.
Thus to be deaccelerating at the same speed, as per boomer's example the rear car would have to instantaneously loose 30mph, to preserve the gap. This is not likely, so next we consider the time taken to cover the distance at 30mph (closing speed).
Thusly the rear car which covers 215 feet in about 4.9 seconds would need to have stopped within 4.9 seconds to avoid the car in front. Possible, but unlikely.
Discussions about heat dissipation of brakes is possibly a factor, but since most modern cars can stop once with minimal fade, probably isn't the reason.

EDIT: Forgot to mention that in the time that it takes you to hit the brakes your closing speed will have increased, by virtue of the driver in front having been on the brakes for the period of your reaction time. Thus you have less than 4.9 seconds to stop or you have a Morris bonnet badge.

about 16 years ago I was stopped & done for 79 on the A3, something to do with a gobby 18year driving Daddys car, I learned a hard and expensive lesson.
Got stopped about 1 month ago on M25 doing 85, it was 02:45 am, PC Plod was wanted to check me & make sure the car was not stolen, fair enough, he then gave me the usual speed speach and said your were driving safly and with in the cars limits, followed by be careful its not always you but another nutter. and let me go.
